Billy is a graduate of the University of Southern Mississippi, with a Bachelor’s degree in Personnel Management and a Minor in Industrial Psychology. Mr. Easterling has over 35 years experience in Personnel Management, as well as the field of Environmental, Safety and Health, and has received several certifications including:

Shirley Easterling
CFO
Shirley has been with ERS since 1993. Originally from Mississippi, Mrs. Shirley spent a significant portion of her career prior to ERS in the banking industry. Her accounting expertise, particularly as it relates to vendor management, is one of the many invaluable assets she has contributed. Her efforts have been instrumental to the growth and success of ERS.

Vicki Dazé
Vice President
Vicki has been an integral part of ERS since 1993. She has served in a number of different capacities over the years and her leadership as Vice President encompasses numerous responsibilities. Her attention to detail, creativity, and persistence in making the company’s mission a reality have made her one of our greatest assets.
Vicki resides in Deville, Louisiana with her husband, Shawn, and two children, Zach and Eryn. She enjoys leisure weekends on the lake boating, fishing, and spending time with family and friends.

Kenny P. Scelfo, Jr.
Director of Information Technology
Kenny was born in Franklin, Louisiana. He graduated from the University of Louisiana at Lafayette with a B.S.B.A. in Business Systems Analysis and Technology. His record of academic excellence allowed him to conduct cutting-edge software testing research. Upon graduation, Kenny went on to earn his M.B.A. from the same university.

Mr. Scelfo brings more than a decade of experience in the computing industry to ERS. He possesses a unique blend of science and business competencies. It is this blend that allows Kenny to be innovative and practical when designing Information Systems for ERS and its clients. His experience as an instructor allows him to produce comprehensive sets of instructions to assist ERS clients and staff in using all ERS Information Systems to their fullest potential.

Lynn Arbogast
Director of Safety
Lynn has over 35 years experience as an occupational safety and loss control consultant. His expansive client base has included a broad range of industries and operations, including insurance companies, printing operations, warehousing operations, automotive rental agencies, automotive repair operations, and other manufacturing entities.
Mr. Arbogast is a graduate of Illinois State University with a Masters in Occupational Safety. He has also received advanced safety and ergonomics education from the University of Michigan, the University of Wisconsin - Milwaukee, and the University of Illinois - Chicago.

René Borrel, PE
Director of Engineering Services
René has over 30 years of engineering and consulting experience in Program Management, Chemical Engineering, Fluid Engineering, Civil Engineering, Structural Engineering, Environmental Engineering and Life Safety Code. He has a Master’s Degree in Civil-Environmental Engineering and a Bachelor’s Degree in Chemical Engineering from the University of Louisiana. René is an author with several publications and he currently holds a patent.
Mr. Borrel’s background and experience bring a diverse engineering expertise to ERS. He has been involved in various projects, including: the design of sanitary and storm sewer collection systems; effluent treatment system; culvert, storm drain, levee, dike and roadway designs. His process engineering areas of focus have included: cost management efforts and process improvement activities, as well as complaint resolution relating to the manufacturing processes. René has conducted numerous process improvement studies pertaining to manufacturing and industrial environmental construction projects. As a structural engineer, he also develops the Best Management Practices as required by the EPA Environmental rules.

Gale Sheehan
Director of Technical Services
Gale has 25 years of combined experience in industrial toxicology, chemical manufacturing, health and safety, and environmental consulting. He has trained thousands of management and production employees in EPA and OSHA regulatory compliance. Gale has a B.S. degree in Chemistry, M.S. degree in Environmental Engineering and a M.S. degree in Occupational Health and Safety Engineering.
Mr. Sheehan’s background includes research and development, process engineering, environmental applications, along with EPA and OSHA regulatory compliance in several industry sectors. His previous employers have included an industrial toxicology laboratory, a polymerization specialty corporation, and a Fortune 500 Chemical producer where he functioned as a Senior Process Engineer for six years with responsibilities for productivity improvement for a 1 million pound per day production facility. He has also served as the Technical Director for a 500 client EPA/ OSHA consulting firm specializing in Air Emissions, Hazardous Waste, along with EPA and OSHA regulatory compliance. Gale is the author of “Bloodborne Pathogens in the Workplace” a practical compliance manual along with several other books.
From being able to relate to the foundational aspects of industrial toxicology and health and safety to the practical day to day encounters of major production facilities, Mr. Sheehan brings a diverse history of scientific experience to ERS. The combination of his unique experiences enables Gale to assist clients in maintaining up to date EPA and OSHA regulatory compliance at their locations with an economical view of cost minimization.

Jeff Heuser
Legal Counsel
Jeff is a graduate of Detroit College of Law where he earned his Juris Doctor and he is currently licensed to practice law. Jeff’s undergraduate studies were at Oakland University where he received his Bachelor of Science in Management Information Systems.
With over 15 years senior level experience in Human Resources, Jeff has expertise in a variety of industries including Automotive, Logistics and Health Care.
Jeff’s background includes designing compensation, health care, and retirement plans. Experiences include strategic planning, training, policy and procedure development, communications development, designing work force reductions, employee relations, labor relations, and governmental reporting and compliance.

Bradford Lewis
Software Developer
Brad was born in Zachary, Louisiana and is a graduate of Catholic High School. He majored in Computer Science at Southern University of Baton Rouge, LA. Brad has four years of experience working for a software development firm where he was responsible for maintaining a wide array of applications for a diverse collection of clients.

Brad’s education and experience in the software industry have made him an excellent person to maintain both ERS’ internal applications and those used by its customers. He continues to expand upon his knowledge and credentials to remain on top of the latest technology the industry has to offer.

Edgar LaFleur
Networking
Mr. LaFleur attended the University of Louisiana at Lafayette and went on to serve as the Network Administrator for the University’s Continuing Education Department. After beginning a successful career in computer networking, he left his position in 1996 and started his own consulting company. As the founder of Gulf Coast Technical Consulting, Edgar has an impressive list of former clients, including but not limited to: Baker Hughes, Marriott, Northrop Grumman, and the Social Security Administration. His technical expertise includes a broad range of networking services ranging from IP Consulting to Point of Sales Systems, as well as Large Network Integration, Design, and Deployment.
Mr. LaFleur resides in his hometown of Eunice, Louisiana.

Kimberly Vaughan
Administrator
Kimberly has been with ERS since 1999. Her current position involves Accounts Payable and Evacuation Drawings.
Mrs. Vaughan’s previous occupations include: Accounts Payable Manager for a convenience/gasoline retailer & Staff Accounting Associate for a natural gas company.
She currently resides in Owasso, OK with her husband, Jimmy, and two children, Ashley and Corbin.

Account Representatives

Konnie Monteith, CECM
Konnie is a graduate of Memphis State University with a Bachelor’s degree in Business Administration and a Major in Accounting. She also maintains the professional designation of CECM (Certified Environmental Compliance Manager) through Columbia Southern University.
Before joining ERS, Konnie utilized her experience and education in the manufacturing industry in the role of Accounting and Administrative Management. Her positions included accounting, human resources, production forecasting, inventory control, safety management, and customer service.
Konnie has served with ERS since 2000 as a consultant, auditor and educational trainer to assist businesses in obtaining and maintaining compliance with State/Federal OSHA and EPA regulations.

David Lucas, CECM
David retired from the U.S. Marshal Service after a serious automobile wreck in 2005. He has 20 years experience in law enforcement and has traveled internationally coordinating projects with U.S. and foreign officials.
While employed with the U.S. Marshal Service, he received specialized training and has even served as an instructor for OSHA Safety and Health programs, chemical storage, chemical spills, spill cleanup, and CPR. Mr. Lucas also received extensive training in safety and security at various law enforcement training centers and universities across the United States. He currently maintains the CECM (Certified Environmental Compliance Manager) certification.
David works closely with ERS clients in both the U.S. and Canada.

Bill Harris
Mr. Harris is a Certified Industrial Hygienist (ret) and Professional Engineer with over 30 years experience in OSHA compliance, hazardous waste, indoor air quality, industrial hygiene, and environmental management. He has worked with manufacturing, industrial services, commercial facilities, and over 200 hazardous materials sites, including health/safety plans, sampling, training, and management for RCRA, CERCLA, DOE, and DOD Superfund sites. His work has included industrial hygiene sampling, underground storage tanks, emergency response for hazardous spills, ventilation, and engineering controls.
He received his Bachelor’s and Master’s degrees in Engineering from Georgia Tech. He has developed and presented numerous training courses, including 40-Hour and 8-hour Hazardous Waste training, and OSHA compliance courses in Bloodborne Pathogens, Welding, Hazard Communication, Respiratory Protection, Personal Protective Equipment, Asbestos, and Hearing Conservation. His publication topics include air pollution control, asbestos management, welding exposures, OSHA compliance, indoor air quality, and health/safety awareness.
Bill travels throughout the U.S. and Canada and works with ERS clients in multiple industries.

Pam Young
Pam joined the ERS team in 2006. She is from Eunice, Louisiana and has an Associate of Applied Science degree from Remington College. Prior to ERS, Pam had accumulated ten years previous experience in the field of environmental and safety compliance.
Some of her responsibilities include administering safety training and conducting safety inspections.
Pam enjoys scrap booking, rose gardening, and spending time with her four wonderful grandchildren, Christian, Owen, Bailey, and Monty.

Gary Young
Gary joined the ERS team in 2006. He has more than 30 years experience working for Halliburton Energy Services and ten years experience in environmental and safety consulting.
Gary’s responsibilities include, but are not limited to, drawing computer-generated facility maps, administering safety training, and conducting safety inspections.
Gary resides in Eunice, Louisiana and his hobbies include farming and collecting John Deere products.

Yvonne has been with ERS since 1999. She has several responsibilities, including but not limited to, audit processing and Tier II reporting.
Yvonne is married to Danny (Pastor of Pollock United Pentecostal Church) and they have a son Derek, and a daughter Amber.

Michelle Paul
Office Manager, Main Bldg
Michelle joined ERS in 2007. Her responsibilities include, but are not limited to, MSDS, Safety Supply, and other administrative duties.
Michelle is originally from Pineville, Louisiana. She enjoys spending time with her husband Curt, and two children Kayla and Chance. They love to watch football and NASCAR, going fishing, or knee boarding and tubing on the Red River.
Michelle feels like every single day is a blessing from God and you should enjoy it to the fullest!

Tonja Smail
Online Training Coordinator
Tonja has 21 years experience in retail and business management. Since joining ERS in 2009, she has worked in several different capacities. Currently, she is responsible for maintaining the online training programs and related client services. She frequently assists in special projects.
Tonja resides in Deville, Louisiana and loves spending time with her three children; Tristen, Briana, and Taylie. She spends most of her free time watching them play sports.
Tonja’s favorite words of encouragement are (Philippians 4:13) I can do all things through Christ who strengthens me.

Felicia Cammack
Safety Program Coordinator
Felicia joined ERS December 2009. She is responsible for several aspects of program coordination, including but not limited to, SPCC Plans, Phase I, Tier II reporting, Scheduling, and Safety.
She is originally from Marksville, Louisiana and attended Louisiana State University at Alexandria for two years as a nursing student, and later graduated as a certified Phlebotomist. She is married to her high school sweetheart Glenn and they have two children, Faith and Dylan. Felicia’s greatest enjoyment is spent at the local ballparks watching her two children who play ball year round. She is also an avid collector of Fleur-de-lis memorabilia.

Stephanie McCorkle
Medical Records Coordinator
Stephanie has worked in the field of customer service for the last nine years. She has experience in Accounts Payable and Accounts Receivables.
She and her husband reside in Deville where they are raising their little girl, Haley, and enjoying every minute of it! Her life is built around her family, friends and watching her daughter grow.
Stephanie joined ERS in 2009. Over the past two years, she has gained valuable insight into the different aspects of compliance services. Her principal responsibilities involve Respiratory Records coordination. She assists our customers with all aspects of the Online Respiratory Program, as well as managing all necessary data and followup.
